समावेशी शिक्षा किसे कहते हैं? (What is inclusive education?)
समाज में बालकों के बीच विभिन्नता पायी जाती है, वह विभिन्ताएं अनेको प्रकार की हो सकती है। जैसे:- बालक आर्थिक स्थिति से सम्पन्न हैं तो कोई पिछड़ा है। कोई बालक मंद बुद्धि का है तो कोई तीव्र बुद्धि का है। किसी में कोई शारीरिक विकलांगता है तो कोई पूरी तरह से स्वस्थ है।
There is diversity among the children in the society, those differences can be of many types. For example:- If the children are rich in financial condition, then some are backward. Some children are of slow intelligence and some are of sharp intellect. Some have any physical disability and some are completely healthy.
Inclusive Education (समावेशी शिक्षा) एक प्रकार की ऐसी प्रक्रिया है। जिसमे बिना किसी भी भेदभाव व अंतर के समाज के प्रत्येक वर्ग के बच्चों को एक साथ शिक्षा प्रदान की जाती है। ताकि समाज के सभी बालको को एक स्तर पर लाया जा सके। समावेशी शिक्षा में बालको के बीच भी प्रकार की भेदभाव नहीं किया जाता है, चाहे वह बालक सामान्य बालक हो या वह बालक विशिष्ट बालक के श्रेणी में आता हो।
Inclusive education is one such process. In which education is provided to the children of every section of the society together without any discrimination and difference. So that all the children of the society can be brought on one level. In inclusive education, there is no discrimination of any kind among the children, whether the child is a normal child or that child falls in the category of special child.
समावेशी शिक्षा कि परिभाषा (Definition of inclusive education)
Inclusive Education (समावेशी शिक्षा) ऐसी शिक्षा पद्धति है, जिसके अंतर्गत शारीरिक रूप से बाधित बालक सामान्य बालक के साथ-साथ सामान्य कक्षा में शिक्षा ग्रहण करते हैं। शारीरिक रूप से बाधित बालकों को कुछ अधिक सहायता प्रदान की जाती है, परंतु उसी कक्षा में ही शिक्षा दी जाती है जिस कक्षा में सामान्य बालक शिक्षा ग्रहण करते है। इस प्रकार समावेशी शिक्षा अपने बालकों को अलग से शिक्षा देने की व्यवस्था का विरोध करता है।
Inclusive education is such an education system, under which physically challenged children take education in normal classes along with normal children. Some more help is provided to physically handicapped children, but education is given in the same class in which normal children take education. Thus inclusive education opposes the system of giving separate education to its children.
समावेशी शिक्षा की विशेषताएं
➤ समावेशी शिक्षा विशिष्ट शिक्षा का विकल्प नहीं है बल्कि विशिष्ट शिक्षा का पूरक है।
Inclusive education is not a substitute for specialized education but a supplement to specialized education.
➤ शिक्षा का ऐसा प्रारूप दिया गया है जिससे अपंग बालक को समान शिक्षा के अवसर प्राप्त होता है। तथा वे समाज में अन्य लोगों की भांति आत्मनिर्भर होकर अपना जीवन यापन कर सके।
Such a format of education has been given by which the disabled child gets equal education opportunities. And they could live their life by being independent like other people in the society.
➨ यह अपंग बालकों को कम प्रतिबंधित तथा अधिक प्रभावी वातावरण उपलब्ध कराती है। जिससे भी सामान्य बालकों के समान जीवन यापन कर सकें।
It provides a less restrictive and more effective environment for children with disabilities. So that they can live like normal children.
➤ समाज में अपंग तथा सामान्य बालक के मध्य दूरी को कम करती है। तथा आपके सहयोग की भावना को प्रदान करती है।
Reduces the distance between handicapped and normal child in society. and gives you the spirit of cooperation.
➤ ऐसी व्यवस्था है जिसके अंतर्गत शारीरिक रूप से बातचीत बालक भी सामान्य बालकों के समान महत्वपूर्ण माने जाते हैं।
There is such a system under which physically interacting children are also considered as important as normal children.
समावेशी शिक्षा क्यों जरुरी है?
समावेशी शिक्षा का उद्देश्य एवं महत्व :-
➤ समावेशी शिक्षा व्यवस्था में अपंग बालकों को सामान्य बालक के साथ शिक्षा दी जाती है। जिससे अपंग बालक अपने आप नहीं समझते हैं। जिसके कारण अपंग बालकों का भी मानसिक विकास सामान्य बालकों के मानसिक विकास की तरह होता है।
In the inclusive education system, disabled children are given education along with normal children. Due to which handicapped children do not understand themselves. Due to which the mental development of handicapped children is similar to the mental development of normal children.
➤ बालक तथा सामान्य बालक जब एक साथ शिक्षा ग्रहण करते हैं, एकीकरणता के कारण वे सामाजिक गुणों को अन्य बालकों के साथ ग्रहण करते हैं। उनमें सामाजिक, नैतिक गुण, प्रेम, सहानुभूति, सहयोग आदि गुणों का विकास होता है।
When children and normal children take education together, due to integration they acquire social qualities with other children. They develop social, moral qualities, love, sympathy, cooperation etc.
➨ अगर अपंग बच्चे तथा सामान्य बच्चे अलग-अलग कक्षा एवं विद्यालयों में पड़ेंगे, तो विशिष्ट अध्यापक एवं विशेष विद्यालय की जगह पड़ेगी। विशिष्ट शिक्षा संस्था को बनाने तथा शिक्षण कार्य आरंभ करने के लिए अन्य कई स्रोतों से भी सहायता लेनी पड़ती है। अगर अपंग बच्चे तथा सामान्य बच्चे को एक साथ शिक्षा दी जाती है तो इन सभी चीजों की आवश्यकता नहीं पड़ती है। समावेशी शिक्षा कम खर्चीली है।
If handicapped children and normal children fall in different classes and schools, then special teachers and special schools will have to be replaced. Help is also required from many other sources to set up a specialized educational institution and start teaching work. If the handicapped child and the normal child are educated together then all these things are not required. Inclusive education is less expensive.
➤ भारत में सामान्य शिक्षा व्यापक रूप से विस्तार की संवैधानिक व्यवस्था की गई है।और साथ-साथ शारीरिक रूप से बाधित बालकों के लिए शिक्षा को व्यापक रूप देना भी संविधान के अंतर्गत दिया गया है। समावेशी शिक्षा के वातावरण के माध्यम से समानता के उद्देश्य की भी प्राप्ति की जानी चाहिए, जिससे कोई भी छात्र अपने आपको दूसरों की अपेक्षा हीन नहीं समझे।
Constitutional arrangement has been made to expand general education widely in India. And at the same time, giving a comprehensive form to education for physically handicapped children has also been given under the constitution. The objective of equality should also be achieved through an environment of inclusive education, so that no student feels inferior to others.
